      We will never truly know until there is an incident. We hope that the calculations that have been done are all accurate, however Risk is based on probabilities, so we can never truly know the accurate answer to this.

      From a practical point of view, some of our recommendations may not be implemented for design reasons, or practical reasons, and all decisions are based on what we call ALARP (As Low As Reasonably Practicable – https://en.wikipedia.org/wiki/ALARP), which in its simplest form means that we attempt to keep the risk to somewhere or something to the lowest level that is practicable, usually based on commercial expenditure.
